CAI Announces New Policies on Housing Affordability, Ombudsperson Programs, and Sustainability

New and updated policies provide guidance for policymakers on housing affordability, community association oversight, and energy efficiency.

LOS ANGELES, CA, UNITED STATES, August 24, 2026 /EINPresswire.com/ -- Community Associations Institute, the leading international authority advancing condominium associations, homeowners associations, and housing cooperatives, announced new and updated public policies addressing three issues gaining attention across the country: housing affordability, community association conflict resolution programs, and sustainability and energy efficiency.

Across the country, policymakers are considering new approaches to housing affordability, community association oversight, and sustainability and energy efficiency, with potential impacts for nearly 1 in 4 Americans living in 373,000 community associations nationwide, according to the Foundation for Community Association Research. CAI’s public policies provide a framework to help policymakers balance homeowner protections and broader policy goals with the financial and operational realities of community associations.

“Policy decisions on housing affordability, ombudsperson programs, and energy efficiency can have a lasting impact on homeowners and their community associations,” says Dawn M. Bauman, CAE, chief executive officer of CAI. “Our goal is to advance practical policies that protect homeowners, strengthen community associations, and give them the flexibility to respond to their unique needs rather than imposing one-size-fits-all solutions.”

• Housing Affordability

CAI’s new housing affordability policy supports expanding access to homeownership while recognizing that affordability extends beyond the initial purchase price. The policy encourages policymakers to consider how infrastructure resiliency, sustainability initiatives, and community resources can support new development and increased density. CAI also emphasizes that long-term affordability depends on community associations having the financial resources to maintain shared infrastructure, amenities, and other common assets without placing unexpected financial burdens on homeowners.

• Community Association Ombudsperson Programs

As states consider greater government involvement in community association matters, CAI’s new policy supports homeowner education, fair internal procedures, and alternative dispute resolution as first steps for resolving concerns, rather than the creation of a new state bureaucracy. If states do establish ombudsperson programs, CAI recommends that they remain neutral, focus on education, require homeowners to first pursue available internal remedies, maintain clearly defined authority, and avoid unnecessary fees or administrative burdens on community associations and homeowners.

• Sustainability and Energy Efficiency

CAI’s updated sustainability and energy efficiency policy supports giving community associations flexibility to pursue environmental and energy-saving initiatives that reflect their infrastructure, financial resources, governing documents, and residents’ priorities. The policy encourages communities to incorporate sustainability and energy efficiency into reserve planning, preventive maintenance, and capital improvement projects so they can evaluate durable, cost-effective improvements while preserving community-level decision-making and financial flexibility.

The new and updated positions join nearly 50 CAI public policies that educate legislators, promote best practices, and provide a framework for sound policymaking on issues affecting homeowners and community associations nationwide.
